District Partners

Developing partnerships with individuals and organizations in our community has long been a priority for the Stillwater Area Public Schools. We understand that our students benefit from these partnerships, whether in the form of financial support, sharing of resources, or access to unique experiences or opportunities.  The following listing shows just some of the active partnerships that are in place district-wide:

Early Childhood Education Partnerships

Washington County Early Intervention Network (EIN)

  • Referrals for families with children birth through two with developmental concerns
  • Partnership between county , medical, educational and other community agencies to support families who have children with special needs

Early Childhood Behavioral Assistance (ECBA)

  • Consultation and referral for families of preschool children with behavioral concern
  • Facilitate Parent education classes with trained behavioral child psychologists
  • Funded primarily by Human Services Incorporated (HSI)

Promoting Positive Parenting Collaborative

  • Sponsor educational workshops for parents, families and child care providers
  • Partnership between east metro Early Childhood Family Education programs, Working Family Resource Center (St. Paul) and East Metro Resources for Child Caring

Minnesota Reading Corps

  • Statewide initiative that seeks to help children age three to grade three acquire literacy skills necessary to become successful readers by grade three
  • Partnership between ServeMinnesota, Minnesota Literacy Council and Center for Policy Studies

Courage St Croix

  • Contracted services for physical therapy

Head Start

  • Location for integrated preschool

Stillwater Public Library

  • Location for parent/child special events and story hours

Warner Nature Center

  • Location and staff specialists for parent/child classes

Lakeview Hospital

  • Location and staff for parent education workshops
  • Hospital visits to parents with newborns
  • New Parent Connection classes

East Metro Early Childhood Family Education Collaborative

  • Partner with eight East Metro Early Childhood Family Education programs to provide joint staff development and training to licensed early childhood teachers and parent educators at least one time each school year
  • Share information, materials and resources, when applicable, to program development and implementation

 Partnerships with Government and Community Agencies for Students in Grades K-12

Human Services Incorporated (HSI)

  • Family Community Support Services – mental health worker provides in-home and in-school therapy services to students with emotional and behavioral disorders grades K-12.
  • Therapeutic Learning Center (TLC) – Day treatment services for students ages 10-14
  • PLACE – Day program for court placed students ages 12-17
  • ALC – provides chemical dependency counselor for students enrolled at the Alternative Learning Center (ALC)
  • Mental Health Professional at Oak Park Elementary

Common Health Clinic

  • Health Services at the Alternative Learning Center (ALC)

Family Means

  • Clinical Social Worker 1 day per week at the Alternative Learning Center (ALC)
  • Wellness counselor: 3days/week at SAHS, 1 day/week at SCVALC, ½ day/week at SJH (funded by Lakeview Foundation)
  • Students in Transition (experiencing separation or loss) group counseling in 7 elementary site
  • Therapeutic counseling services at Lily Lake and SJH
  • Stillwater Area Public Schools provides a Targeted Services teacher at the Cimarron Children’s After School Program three days a week to work with students who need extra academic support

Courage St. Croix

  • Physical therapy services in all our schools
  • Vocational assessments
  • Therapeutic swimming activities

Washington County Social Services and Public Health

  • Probation and truancy services
  • Developmental disabilities social work services

Harbor Shelter Residential Facility

  • Stillwater Area Public Schools provide the educational programming all day every day for up to 16 court placed adolescents (2 teachers and 1 paraprofessional).

Washington County Juvenile Detention Facility

  • Stillwater Area Public Schools provide assessment and instructional services as appropriate at this 8-day maximum residential detention facility.

Northeast Metro Intermediate District (916)

  • Stillwater Area Public Schools purchase teachers and specialists to serve students in our schools as well as transporting students to access programs and services at 916 programs.

Stillwater Area Public Schools Partnership Plan

  • Provides financial support to allow for classroom enrichment programs.

Youth Services Bureau

  • Chemical Health Professional 3 days/week at SAHS, 1 day/week at each junior high (funded by Lakeview Foundation, Stillwater Sunrise Rotary and ISD 834)
  • Chemical Health Action Collaborative of Washington County: County-wide shared service model that provides comprehensive primary, secondary and tertiary prevention for chemical health.

Minnesota Reading Corps

  • Statewide initiative that seeks to help children age three to grade three acquire literacy skills necessary to become successful readers by grade three at Lily Lake and Afton Lakeland Elementary Schools

Youth and Community Accountability and Prevention Program (YCAPP) - A comprehensive collaborative program to replace out-of-school suspension for students in grades 6-12 attending Stillwater Area Public Schools.  In the past we have contracted YCAPP services to Mahtomedi Public Schools and are contracting services to White Bear Lake Public Schools beginning January 2009.

  • Stillwater Youth Service Bureau – provides the location (Historic Washington County Courthouse) and a social worker for the program.
  • Stillwater Area Public Schools – provide the teacher and paraprofessionals for the educational component of the program.
  • Stillwater Police Department/Oak Park Heights Police Department/Washington County Sheriff’s Department – provide law enforcement support for the program and the schools.  The police liaison officer meets with parents and students.
  • Washington County Juvenile Court Services – provide training and development support for the program in areas such as restorative justice.
  • Stillwater Area Public Schools Community Education – provides coordination for the program as well as financial support for staff development and instructional materials
  • Non-Profit Community Organizations Benefiting from the Community Service Component of YCAPP – Lakeview Hospital, Linden Healthcare Center, Tubman Family Alliance, Community Volunteer Service, Home for Life Animal Shelter, ArtReach Alliance, Make a Child Smile, and Adopt a Trail

Stillwater Area Public Schools’ Community Education offers these programs in partnership with the following organizations to provide athletic and skill development programs, as well as camps and clinics for students in grades K-12.

School-Age Care

Stillwater Area Public Schools’ Community Education school-age care program, Adventure Club, partners with the following organizations to ensure quality programming for children in kindergarten through sixth grade in their out-of-school time. Adventure Club is open before and after school, on most school release days and during the summer.

These programs offered for adults wishing to study for their GED test, brush up on basic skills, obtain job related skills or learn English as a second language are offered in partnership with the following agencies.  The educational services provided by the Stillwater Area Public Schools Community Education are part of a continuum of services offered to the clients in need of these services.

Inter-District Partnerships

Early Childhood Education

  • Partner with eight East Metro School Districts to offer a half-day staff development workshop at one location in the fall for all licensed Early Childhood teachers in these districts
  • Partner with East Metro Districts in a Promoting Positive Parenting Collaborative to offer evening and Saturday workshops/events for parents, providers and teachers across the East Metro area
  • Partner with South Washington County Schools to provide Early Childhood Family Education classes for Dist 834 families who reside on the southern most edge of our school district.
  • Share the cost of printing  Early Childhood Family Education informational flyers distributed to families with newborns during hospital visits in four to five  East-Metro districts
  • Partner with East Metro districts to sponsor sessions of Parents Forever classes. Collaborate to register participants, schedule sessions across districts, distribute materials to instructors/participants, return materials at the end of a session, monitor classes and pay instructors.
  • Share expertise, information and program resources between eight East Metro districts around the areas of program registration, curriculum development, assessment, staff training/supervision, program implementation, parent education and finance management.

School Age Care – Adventure Club

  • Collaborate with White Bear Lake, Roseville and North St. Paul/Maplewood/Oakdale Public Schools to provide staff training and leadership training for School Age Care employees on a monthly basis.

Adult Enrichment and Adult Basic Education (ABE)

  • Community Education Adult Enrichment program for Stillwater regularly partners with North St. Paul/Maplewood/Oakdale and South Washington County Public Schools’ Community Education to offer enrichment programs for adults that may involve participants across these districts.  Program coordinators co-advertise the programs and split the cost of the instructors
  • Stillwater collaborates with other districts as a member of the East Metro ABE Consortium.  ABE coordinators meet on a regular basis to share program design, share services such as GED testing and cross refer clients.  The state and federal funding for ABE is attained through this consortium.
  • Stillwater Adult Basic Education program collaborates with the Washington County WorkForce Center and local businesses on a regular basis to cross refer clients and customize programs to meet the needs of those clients.



 The Partnership Plan   The Partnership Plan (TPP), founded in the spring of 1989, is a non-profit organization managed by a volunteer board of directors which includes community members, parents, and school district representatives.
